MOLIT Commences Gathering On-site Opinions to Foster Modular Construction Methods and Industry
(Jose Finance & Tax News = Reporter Kim Pil-joo) – The South Korean government has begun listening to voices from the field to foster the modular construction industry, a rising sector within the construction business.
Modular construction is a type of Off-Site Construction (OSC) method where most components (modules) are manufactured in a factory and then assembled on-site. This offers several advantages, including significantly shortened construction periods and the ability to maintain consistent quality regardless of weather conditions.
On the 29th, the Ministry of Land, Infrastructure and Transport (MOLIT) announced that it visited the PLANM modular manufacturing factory in Eumseong-gun, Chungcheongbuk-do, to inspect modular production processes and quality management status while gathering industry feedback to revitalize the modular sector.
Jin Hyun-hwan, the First Vice Minister of MOLIT, inspected the manufacturing processes and quality control procedures for temporary classroom modules—which are installed at sites such as aging school remodeling projects or overcrowded school areas—and toured sample units for housing and mobile hospitals.
During the visit, Vice Minister Jin stated, “We need to actively utilize modular construction, which offers numerous benefits such as shortening construction time by minimizing on-site work and improving quality, as an alternative to the traditional construction industry.”
He added, “In the field of educational facilities, the introduction of modular methods is serving as a catalyst for the industry's growth. The government will continue to pay close attention and provide support so that modular construction can also be revitalized in the housing sector.”
Following the inspection, Vice Minister Jin held a meeting to listen to industry opinions. In response to feedback highlighting the need for consistent order volumes, he vowed, “We will steadily increase public-sector modular housing orders and push forward with institutional improvements—such as providing incentives—and the overhaul of unreasonable regulations to ensure its expansion into the private housing market.”
He also noted, “I would like to thank all those involved who have worked hard to develop the modular industry in a challenging environment,” and requested, “I hope the industry continues to contribute to the spread of modular construction—the icon of innovation in the construction industry—through continuous technological development and meticulous quality control.”
