
Product Registration on Nara Jangteo (PPS) Completed: A Breakthrough in LH Modular Housing Design Standardization
From Temporary Shelter to Permanent Housing: A Major Status Elevation

[Daehan Economy = Reporter Kim Min-su] Public institutions will now be able to procure modular apartment housing as easily and quickly as online shopping through the Public Procurement Service (PPS) "Nara Jangteo" platform. As modular housing—previously categorized under the "construction" sector—is now recognized as a standardized "product," the convenience of the public housing supply system is expected to improve significantly.
According to the Korea Land and Housing Corporation (LH) on the 23rd, "Modular Housing" was officially registered as a product category and detailed item in the PPS catalog system on the 11th. While "relocatable modular classrooms" had been productized for the Ministry of Education's projects previously, this marks the first time that "permanent modular units" for apartments and collective housing have been registered as procurement goods.
This achievement is the result of the "Modular Housing Design Standardization Research" conducted over the past year by a consortium including Ajou University, A-Plus CM, PLANM, and Yuchang E&C. LH has been working to transition modular housing from a simple construction process into a product procurement system to overcome the limits of traditional Reinforced Concrete (RC) methods and innovate housing production.
To support this, the consortium completed the development of standard floor plans (36㎡, 46㎡, 54㎡) capable of accommodating households from single individuals to families of 3 or 4. A key feature is the modular efficiency: adding one bedroom module to a 36㎡ (2-module) unit creates a 54㎡ (3-module) configuration, maximizing factory production productivity.
Previously, local governments and public institutions faced administrative barriers, such as complex individual bidding and design processes for permanent residential modules. With this new product category, these barriers have been lowered. Procuring entities can now select standardized products directly from Nara Jangteo, which is expected to accelerate supply and provide clearer price benchmarks for budget estimation.
This registration is evaluated as a turning point that elevates the perception of modular methods from "temporary shelters" to "certified permanent housing." LH plans to preemptively apply this procurement system when supplying purchased rental housing and multiplex housing of 4 stories or lower.
An LH official stated, "Once modular specialists register their LH-standardized units on Nara Jangteo, procuring agencies will be able to acquire modular housing much more efficiently. We will continue to lead the development of the domestic Off-Site Construction (OSC) industry and foster a healthy ecosystem through quality and price competition."
